Law Enforcement Guidelines

NeuroCircle LLC reviews requests individually and responds in accordance with applicable law.

These Guidelines are informational and do not create a contractual obligation or waive any legal right, objection, or requirement.

NeuroCircle does not provide government authorities with direct or unrestricted access to user information.

Requests for non-public user information must be supported by appropriate legal process and must comply with applicable law.

The legal process required may depend on the type of information requested, the jurisdiction, and the circumstances of the request.

In the United States, requests may be subject to the Stored Communications Act, 18 U.S.C. §§ 2701–2713, and other applicable federal or state law.

NeuroCircle may reject, challenge, seek clarification of, or narrow requests that are invalid, overly broad, vague, improperly served, or otherwise legally deficient.

Requests should clearly identify the account, content, or records at issue and include enough information for NeuroCircle to identify the subject of the request.

Where available, please include:

• the NeuroCircle username, account identifier, profile URL, or associated email address;
• the specific information or records requested;
• the relevant date or time period;
• the relationship between the requested information and the investigation;
• a copy of the applicable legal process;
• the requesting agency and jurisdiction;
• the name, title, badge or identification number of the requesting official;
• an official government email address and telephone number; and
• the requesting official's signature where applicable.

Requests that are incomplete or insufficiently specific may be delayed or returned for clarification.

NeuroCircle accepts valid governmental requests to preserve existing account records pending service of appropriate legal process.

For requests governed by 18 U.S.C. § 2703(f), preserved records are generally retained for 90 days and may be preserved for an additional 90 days upon a valid renewed request.

A preservation request preserves existing records. It does not by itself require NeuroCircle to disclose those records.

Preservation requests should identify the account and records to be preserved with reasonable specificity.

In limited emergency circumstances, NeuroCircle may voluntarily disclose available information to an authorized governmental entity when we have a good-faith belief that an emergency involving danger of death or serious physical injury requires disclosure without delay, as permitted by applicable law, including 18 U.S.C. § 2702(b)(8) and § 2702(c)(4).

Emergency requests are evaluated individually.

An emergency disclosure request should include:

• the identity of the person or people at risk;
• a detailed description of the emergency;
• why there is an imminent danger of death or serious physical injury;
• the NeuroCircle account or content involved;
• the specific information requested;
• an explanation of how the requested information could help prevent or address the emergency;
• the requesting official's name, agency, official contact information, and signature; and
• any additional information necessary to evaluate the request.

Submitting an emergency request does not guarantee that information will be disclosed.

Emergency procedures should not be used for routine investigations.

Requests involving child sexual exploitation, missing children, or an imminent risk of serious harm to a child may receive priority review.

NeuroCircle may also make reports or disclosures to the National Center for Missing & Exploited Children (NCMEC) and appropriate authorities where required or permitted by law.

NeuroCircle values transparency with the people who use our service.

Where appropriate and legally permitted, we may notify an affected user that we have received legal process seeking information associated with their account.

Notice may be delayed or withheld when prohibited by law, court order, or other binding legal restriction, or where notice could reasonably create or increase a risk of harm, compromise an emergency, interfere with an investigation, or otherwise be inappropriate under the circumstances.

Government authorities seeking non-disclosure should identify the legal basis and duration of any requested or required restriction.

NeuroCircle can only provide information that is reasonably available to us at the time a request is processed.

Our products, systems, and data-retention practices may change over time, and we do not guarantee that any particular category of information will be available.

Law enforcement should submit preservation requests promptly when preservation of existing information is necessary.

A request for user information is different from a request to restrict or remove content.

Government authorities requesting review or restriction of content should identify:

• the specific content or account;
• the direct URL or other identifying information;
• the law or legal authority allegedly applicable;
• the jurisdiction in which the request applies; and
• any relevant court order or supporting documentation.

NeuroCircle may review reported content under our own Terms of Service, Community Guidelines, and other policies independently of a government request.

Receipt of a government request does not guarantee removal or restriction of content.

Requests from authorities outside the United States must comply with applicable law and appropriate cross-border legal procedures.

Depending on the circumstances, authorities may be required to use an applicable mutual legal assistance treaty, letters rogatory, an executive agreement, or another recognized international legal mechanism.

NeuroCircle reserves all rights to object to requests that lack proper jurisdiction or legal authority.

These Guidelines are intended for law enforcement and government authorities.

Private parties, civil litigants, attorneys, and other non-government requesters should contact legal@neurocircle.app.

Law enforcement and government authorities may submit legal, preservation, and emergency requests to legal@neurocircle.app.

Please send requests from an official government or law-enforcement email domain whenever possible.

The subject line should clearly identify the type of request, such as:

• Legal Process
• Preservation Request
• Emergency Disclosure Request

NeuroCircle may take reasonable steps to verify the identity and authority of anyone submitting a government request.

Do not use this address for ordinary account support, content reports, or general inquiries.

Sending correspondence by email does not necessarily constitute valid service of legal process.

Where formal service is required, requests must be served on NeuroCircle LLC in accordance with applicable law.

Official service-of-process information will be provided here as appropriate.

Receipt of a request does not waive any objection NeuroCircle may have regarding jurisdiction, validity, scope, service, or other legal requirements.

NeuroCircle may update these Guidelines as our services, legal obligations, and request-handling processes evolve.
